G G eorge W. Bush was one of the most popular and later unpopular presidents of the United States of America. He received very high approval ratings during his first term in office. But he was later widely criticized for invading Iraq while claiming that Saddam Hussein possessed weapons of mass destruction, which he didn't, for his handling of Hurricane Katrina, and for not preventing the 2008 financial crisis, among other things.

Your political views may differ and you may think that he was a great guy. But regardless, this article isn't going to be about his best or worst moments. It will be about his funniest moments. George W. Bush has said many hilarious things — accidentally — throughout his political career. They have subsequently been called "Bushisms."

1. Good Doctors

As the crowds in Poplar Bluff, Missouri, were chanting, "Four more years! Four more years! Four more years!" in anticipation of Bush's re-election in the fall of 2004, he talked about new reforms he planned to introduce. And healthcare was at the top of his list.

He said that more than half of the people in the U.S. who didn't have health insurance were employees of small businesses and this was because small businesses couldn't afford it. Why couldn't they afford it? They had to deal with too many " frivolous lawsuits ." Bush said he planned to do something about this in order to reduce the costs. Then his next remarks didn't quite make sense.

He said, "We've got an issue in America. Too many good docs are getting out of business. Too many OB/GYNs aren't able to practice their love with women all across this country." The crowd was left momentarily speechless.

2. Resourceful Enemies

Bush's popularity as president soared in the wake of the 9/11 terrorist attacks. This was because he appeared to be very active in trying to get justice. He declared a " Global War on Terror " and also invaded Iraq and Afghanistan — hoping to destroy the radical Islamist group known as al-Qaeda.

On August 5, 2004, he needed more money to fund his war on terror. He thus signed into existence a $417 billion defense appropriations bill. It was supposed to go towards operations in Iraq and Afghanistan. During the signing ceremony in Washington D.C., he told the whole world that, "Our enemies are innovative and resourceful, and so are we. They never stop thinking about new ways to harm our country and our people and neither do we."

People weren't particularly surprised by Bush's admittance that his government was trying to harm the U.S., as, during the past year, he'd also claimed that "the vast majority of Iraqis want to live in a peaceful, free world. And we will find these people and we will bring them to justice."

3. Gun Violence

In May 2001, Bush was in Philadelphia, Pennsylvania to talk about his new initiative — Project Safe Neighborhoods. First, he thanked all the mayors, governors, and members of the congressional delegation — including Weldon, Hoeffel, and Toomey — for coming out. Then he said he looked forward to their advice: "I look forward to listening to what you need to tell me. I probably won't do it but, nevertheless, I look forward to listening."

Later, he delved into what Project Safe Neighborhoods would entail. Increased prosecution of violent organizations and heightened enforcement of all federal laws were hopefully going to reduce the rates of gun violence in Philadelphia — just like these measures did in the city of Richmond, Virginia. Thunderous applause ensued following this announcement.

Then Bush said seriously, "For every fatal shooting, there were roughly three non-fatal shootings. And, folks, this is unacceptable in America. It's just unacceptable. And we're going to do something about it." Then he pledged $550 million to ensure that — apparently — more shootings would be fatal (in actuality he pledged it to reduce the fatality rates).

4. Old Saying

In 2002, George Bush was in Nashville, Tennessee, trying to drum up support for his war in Iraq. He claimed that Saddam Hussein was a very untrustworthy dictator and that he had been lying to the whole world about having chemical weapons and weapons of mass destruction for a long time.

People were agreeing with him and everything was going well until he tried to use a proverb to better illustrate his point: "There's an old saying in Tennessee — I know it's in Texas, probably in Tennessee — that says, fool me once, shame on — shame on you. Fool me — you can't get fooled again."

5. Everyone Helps

At one point, Bush was trying to give a morale-raising speech about terrorism to the whole nation. On live television, he declared that the strength of America lay in the hearts and souls of its average citizens and that they should all be united while going through these uncertain times. But then his speech got a little weird.

"People say, how can I help on this war against terror? How can I fight evil? You can do so by mentoring a child; by going into a shut-in's house and say I love you..." Anecdotes never were his strong suit.

6. Congratulations

General Ray Odierno was the 38th Chief of Staff of the U.S. Army and served 30 months in Iraq. On March 3, 2008, Bush invited him to the capital so he could thank him for all the good work he did fighting Islamic extremists.

But as usual, the president's otherwise decent speech was ruined by a humorous mistake. He told the general, "And so, General, I want to thank you for your service. And I appreciate the fact that you really snatched defeat out of the jaws of those who are trying to defeat us in Iraq."

Then he continued on without correcting himself. He also stated that the progress that was made in Iraq won't have been in vain. That comment didn't age well.

Conclusion

The biggest challenge I had when writing this article was trying to decide which quotes to include because there were just so many of them. For example, a lot of Bush's interactions with foreign leaders were also weird. In 2001, he thought a good conversation opener to use on Brazilian President Fernando Cardoso, was, "Do you have Blacks, too?" And yes, this comment was just as random in that context.

As his parting words during his last G-8 Summit in Japan in 2008, George Bush punched the air, grinned widely, and said, "Goodbye from the world's biggest polluter," much to the shock of the other attendees. I could go on, and on. People say that Donald Trump had great meme potential. But he couldn't hold a candle to the master of all gaffes, George W. Bush.
